Rwanda Ministry of Infrastructure (MININFRA)
The name is MININFRA is recent, over the years has had several incarnations:
- 1962-1965: Department of Enterprise Technical
- 1965-1973: Ministry of Public Services
- 1973-1980: Ministry of Public Services and Energy
- 1980-1994: Ministry of public services, water and energy
- 1994-1997: Ministry of Public Services and Energy
- 1997-1999: Ministry of public services (MINITRAP)
- 1999-2002: Ministry of Public Services, Transport and Communications (MINITRACO)
- November 15, 2002 to present: Ministry of Infrastructure (MININFRA).
The Ministry of Infrastructure covers the following sectors:
- Transportation;
- Energy;
- Housing and human settlements;
- Water and sanitation;
- Meteorology.
It includes the following departments:
- Information Communication Technology (ICT) - the task of managing MININFRA IT and communication needs;
- Planning Unit - which works in all areas, and is responsible for program management, budgeting and planning;
- Finance Ministry - which handles the financial resources of the Ministry;
- Human Resources and Administration, responsible for human resources management and general administrative functions throughout the Department, such as recruitment and procurement;
- Special Unit - tasked with ensuring capacity building and technical assistance for all subsectors.
Activities:
- It ensures the sustainable development of infrastructure;
- It contributes to economic growth, to improve the quality of life of the population;
- It develops the legal and institutional framework, national policies, strategies and master plans for transport, energy, environment and urban planning, meteorology, water and sanitation and subsectors, rehabilitate and maintain an efficient and integrated national network of transport infrastructure, including roads, bridges, airports, railways and water transport, which contribute to economic development and regional integration;
- It develops and maintains power generation plants to supply clean energy initiates, develops and facilitates urban development programs to provide affordable shelter in accordance with an adequate amount of water and sanitation for population and promote the establishment grouped (Imidugudu);
- it starts programs to increase access to affordable energy, water and sanitation and transport infrastructure and related services for the population;
- it develops a weather service customer-focused and provide accurate and timely weather information climatological government and private institutions;
- it ensures that the development of national policies and strategies in infrastructure are in line with regional integration and harmonization of policies with the EAC;
- it monitors the implementation of the standards and quality standards, cost-effective response to environmental sustainability, security and cross-cutting issues in infrastructure development;
- it endeavors to implement programs to strengthen human resource capacity in transport, energy, habitat and urban development, water and sanitation, meteorology and sub-sectors;
- It monitors the activities that will develop, monitor and evaluate the implementation of national policies and programs on issues related to habitat and urban planning, transport, energy, water and sanitation and meteorology;
- Facilitates, promotes and involves the private sector to invest in infrastructure.
