The guidelines of the government of Joseph Kabila

With the young President a  new dynamics of peace with a return to the free enterprise has been inaugurated.

In order to comprise the picture of the current political situation in Democratic Republic of the Congo it is useful to travel over again the salient stages of the more recent past. As soon as gone up to the power 24 January 2001, the new President of the Joseph Kabila Republic announces of the deep changes in all the fields of the national life proposing itself to make to recover to its people the peace and the unit, in sight of the organization of the free and transparent elections.

He is convinced that is necessary a preliminary action to the realization of this design: the political opening, an occasion in order to organize the inter-Congolese Dialog (Dic) which gives the opportunity to invite all the political actors and the members of the civil Society “to join without reserve” to the efforts of preparation of this hole.

With his arrival, Joseph Kabila inherits an associate-economic situation rather difficult due to the instability of macro-economic natural environment.

In reference to the economic within, the President of the Republic exalts the liberalization to take it in turns and of the markets of the goods and services. He chooses the Free concomitant circulation of the foreign currency and Congolese Franc, before to announce the promulgation of the new mining codes and investment. In concrete terms, he returns effective “cease fire”, he liberalizes the political life; this abroad affords the return to the country of many exiled politicians. The contact for the organization of the National Dialog re-knots and, at last, it creates a new climate of confidence in the collaboration with the Mission of the Horns in the Congo (Monuc).

These initiatives carry to the signature of three important agreements:

1) The agreement of Sun City concluded on 17 April 2002 between the government and the “Mlc”, to which a majority fringe of the political parties and the civil Society joins; this first agreement aimed at the national reconciliation. Signed from the representatives of the two parts, it regulated the relationships between the President of the Republic, Joseph Kabila, and the President of the Movement of liberation of the Congo, “Mlc”, Jean-Pierre Bemba Gumbo. To it stipulates of the document, the head of the state conserve its position during the Transition until the  democratic  elections, while the leader of “Mine” becomes Prime Minister.

2) The agreement of Pretoria in August 2002, signed between the governments, the Congolese and of  the Rwanda, for the withdrawal of its troop from the DR of the Congo within 90 days; it is the realization of the intercongolese Dialog. Is the agreement signed the  on 10 December 2002 to Pretoria from the representatives of the members in the April to Sun-City Even if the total agreement and including has entered truly in vigor with the performance of the presidential oath, 29 April 2003. The train of the Transition definitively seems to have taken the departure.

3) The agreement of Luanda, signed in the September of 2002 between the Congolese government and Uganda  which commits itself to withdraw its troops of the RD the Congo in 75 days. These three agreements constitute of the stages important of a total process that aimed to put end to the war, to realize the re-unification of with of the national territory and the national reconciliation. It is in this perspective that the Government of Kinshasa has been engaged to sign a total agreement and including. It is important to remember the main objectives of the national Dialog that constituted, for the Government, the elements of reference of the vision that have carried it to sign these agreements:

to) to restore the territorial integrity of the RD the Congo for the withdrawal of all the foreign troops;

b) to realize the re-unification of the country for the national reconciliation;

c) to establish a State democratic for the organization of the free and transparent elections.

The positioning of the Institutions of the Transition was the condition without which the international Community would not have been available to continue to carry its support to the economic program of the Government.

The aforesaid program has began in june 2001, with the competition of the International Monetary Fund. The combination of the different measures, has been manifested in the following results:

- stabilization of the inflation with a objective of attended 8% at the end of the year in course;

- relative stability of the rate changes: the average parity of congolese Franc regarding the American dollar, from January 2003, is situated to 400 Fc;

- improvement of the level of the economic activity with a recorded positive rate of growth in 2002. In June 2003, the rate of growth will be still positive with a previewed objective of 5% at the end of the year;

- resumption of the structural cooperation: translate from the financial contributions important outsides of the FMI, bilateral the World-wide Bank and the partner, without to forget the access about the Congo for initiative “Pays pauvres tres endettés” (Ppte), the 24 last July. Moreover, a cancellation of 80% of the escort of the external debit is obtained, (± 10 Usd billions). The more important than these aces - the rehabilitation of base infrastructures has been launch on 20 October, from the Ministry of the Plan, in the frame of the fine-sector Program, of emergency of reconstruction and rehabilitation, “Pmurr”.

These funds will not cover however the priority needs of reconstruction of the province of the Northeast of the country. And it is for that the government has intention to organize a reunion with the investor in the next December, to the aim of dealing a new hypothesis of investment, in favor of the other territories.

The execution of the “Pmurr”, within three years, is a test of the resumption of the dialog between the DR of the Congo and the Community international financial institution, to the term of a dozen of years of suspension of the cooperation.
